Standard Designation Note: While widely recognized as ANSI Z21.11.3-2016, this standard is also designated as CSA 4.3-2016 under the binational standards development framework between the American National Standards Institute and the Canadian Standards Association.

Scope and Applicability

ANSI Z21.11.3-2016 applies to newly produced unvented gas-fired room heaters operating on natural gas, manufactured gas, mixed gas, liquefied petroleum gases (LP-Gas), or LP-Gas-air mixtures. The standard specifically excludes appliances intended for vented connection (covered by ANSI Z21.11.2) and ranges, clothes dryers, or gas logs designed solely for decorative vented fireplaces.

The 2016 edition establishes a maximum input rating of 40,000 Btu/hr (11.7 kW) for general installation, with a stricter limit of 10,000 Btu/hr (2.9 kW) for heaters listed for bedroom use. A defining feature of this standard is the universal mandate for an Oxygen Depletion Safety (ODS) system on all certified appliances.

Technical Architecture and Performance Criteria

Oxygen Depletion Safety (ODS) System

The ODS system is the primary safety interlock for unvented heaters. The standard requires a calibrated pilot burner and thermocouple assembly that automatically interrupts the gas supply to the main burner and pilot if ambient oxygen levels fall below approximately 18%. The test procedure simulates oxygen depletion at various elevations to ensure repeatable shutdown performance.

Combustion and Emission Limits

To prevent hazardous indoor air quality, the standard mandates a maximum CO/CO₂ ratio of 0.02. This means the carbon monoxide concentration in the flue products must not exceed 20,000 ppm for every 1% of CO₂. The standard outlines specific test protocols:

  • Normal Combustion Test: 100% input rating under draft-free conditions.
  • Flame Stability Assessment: No lifting, floating, or flashback.
  • Input Rating Tolerance: Must be at least 90% of the nameplate input, and no more than 100% (Natural) or 105% (LP-Gas).
