ISO 29990:2010 was the first international standard specifically developed for learning services in non-formal education and training. It established basic requirements for learning service providers (LSPs), covering both the learning service itself and the management system supporting it. Although ISO 29990 was subsequently replaced by ISO 29993:2017 (which focuses exclusively on service requirements), the 2010 edition remains historically significant as the foundational framework for quality in non-formal education.
The standard was organized into two main sections: Learning Service Requirements and Management System Requirements. The learning service section specified needs analysis, learning design, service delivery, and evaluation. The management system section addressed general management, financial management, risk management, learner protection, and continuous improvement. This dual structure made ISO 29990 unique among educational standards at the time.
