The standard IEC 15459-2-16 (officially adopted as CAN/CSA-ISO/IEC 15459-2:16) is part of the multi-part ISO/IEC 15459 series that establishes globally unique identification schemes for items in supply chains. This part specifies the registration procedures to be followed when assigning and managing unique identifiers. It defines how a Registration Authority (RA) operates, what data elements are required, and how interoperability is maintained across industries.
The standard applies to any organization that needs to assign persistent, globally unique identifiers to physical objects, logical assets, or groupings such as shipments, pallets, and product lots. It covers the structure of identity strings and the administrative process to ensure uniqueness without central database lookup.
Identifiers governed by this standard consist of an Issuer Identification Number (IIN) followed by an Individual Asset Identifier (IAI). The IIN is issued by the Registration Authority to each organization. The IAI is assigned by the organization uniquely within its own scope. The standard mandates that the combined identifier length must not exceed 64 characters, and the character set is restricted to ISO/IEC 646 (ASCII) digits, letters (A–Z), and selected special characters.
The RA must maintain a publicly accessible database of issued IINs, enforce compliance, and renew registrations periodically. Each registered organization must pay a fee and sign a license agreement to ensure the identifiers are used according to the standard. The RA also resolves disputes regarding identifier uniqueness.
| Data Element | Description | Format/Example |
|---|---|---|
| Issuer Identification Number | Assigned by RA, unique worldwide | 8-character alphanumeric (e.g., A1234567) |
| Organization Name | Legal name of the applying entity | Text, max 100 characters |
| Contact Details | Authorized representative and email | Email, phone, postal address |
| Identifier Usage Scope | Product types, regions, or facilities | Text description |
| Renewal Cycle | Typically 1–3 years | Date (YYYY-MM-DD) |
Implementing IEC 15459-2-16 requires updating enterprise resource planning (ERP) and warehouse management systems to handle the standard identifier format. The identifier can be encoded in barcode symbols (e.g., GS1-128, Data Matrix) or RFID tags (ISO/IEC 18000 series). Systems must parse the IIN and IAI correctly without relying on a central database lookup.
The standard is designed to be carrier-neutral. In mixed environments where GS1 and ISO identifiers are used, care must be taken to avoid ambiguity. The IIN prefix ensures that identifiers from different issuers remain unique. The standard recommends that organizations document the mapping between internal identifiers and the standardized IIN+IAI.
Compliance with IEC 15459-2-16 is verified through self-declaration or third-party conformity assessment. The Registration Authority provides a formal certificate of registration. Organizations must:
Non-compliance can result in revocation of the IIN, which would require re-labelling all items and cause significant operational disruption.
For Canadian adopters, CAN/CSA-ISO/IEC 15459-2:16 is identical to the international edition and is referenced in federal procurement guidelines. Certification bodies accredited by the Standards Council of Canada (SCC) may offer conformity assessments.
