ASTM D4228-05 (Reapproved 2023) provides a standardized method for qualifying coating applicators. The core objective is to verify the proficiency and ability of an applicator to attain the required quality for application of specified coatings to steel surfaces, including those in safety-related areas of a nuclear facility. It is the intent of this practice to judge only the ability of the coating applicator to apply specified coatings with the proper tools and equipment.
While the practice targets rigorous standards for nuclear facilities, the standard acknowledges that variations or simplifications may be appropriate for special coating work such as maintenance or qualification of equipment suppliers’ shop personnel. It does not mandate a singular basis for all qualifications.
The standard establishes specific definitions for the key personnel involved in the qualification process. A coating applicator is defined as an individual who has worked in the painting trade sufficiently long to master the use of all applicable tools and the materials being applied. The qualifying agents are designated representatives of the owner or the coating organization who have sufficient experience in the practical application and evaluation of coatings applied to steel surfaces. Evaluation of the applicator must be performed by these qualifying agents, with reports prepared accordingly.
The term governing documents encompasses all technical specifications, jobsite procedures, and reference documents that dictate the requirements for surface preparation, coating materials, and application techniques.
The qualification test requires the applicator to apply the specified coating to a test panel in conformance to the governing documents. The test panel simulates difficult job conditions and its setup is strictly defined.
