This specification covers an oxidized petroleum asphalt that, when applied in sufficient thickness over a suitable subgrade and covered with appropriate material, provides a waterproof membrane for canals, ditches, and pond linings. The standard emphasizes that values in SI units and inch-pound units are to be regarded separately as standard, and each system should be used independently to avoid nonconformance.
The asphalt shall not foam when heated to 205 °C [400 °F] and shall conform to the requirements prescribed in Table 1 of the standard. The following test methods are used to evaluate the material properties:

At the purchaser’s option, phosphorus pentoxide (P2O5) may be specified as a catalyst or blowing aid in the preparation of the membrane asphalt.
Sampling of the asphalt material shall be performed in accordance with Practice D140/D140M. The properties enumerated in this specification are determined using the test methods listed in the table above. Inspection of the material must be agreed upon between the purchaser and the seller as part of the purchase contract.
Failure to conform to any of the requirements prescribed constitutes grounds for rejection. In case of rejection, the seller has the right to reinspect the rejected material and resubmit the lot after removal of the packages not conforming to the requirements.
