The felt shall be a thin, porous sheet of uniformly distributed glass fibers bonded with a water-resistant resinous binder. Reinforcing stranded glass yarns may be added. The felt is impregnated with asphalt, which may contain a mineral stabilizer, ensuring even distribution. A surfacing material is applied to prevent sticking in the roll, but it must not interfere with adhesion between plies.

The finished product must conform to the physical properties, dimensions, masses, and permissible variations prescribed in Tables 1 and 2 of the standard. Additionally, the felt must not crack or be sticky when unrolled at temperatures between 10 and 60 °C [50 and 140 °F].
